Panchayat officials are an integral part of the Panchayati Raj system of governance in the villages in India. They play an important role in the Gram Panchayat for the developmental and the conventional work done in the villages.
Owing to the rapid developmental work happening throughout the country, including villages,talukas,districts and rural areas, the need for an efficient system has been felt, to make things more efficient and organized.
ePAS, which stands for electronic Panchayat Attendance System is one such step that has been taken by the Department of Panchayats, Rural Housing and Rural Development, Gandhinagar.
This application is specially designed to ensure the availability of Panchayat Officials on their field of work so that work can be monitored efficiently. It also helps their seniors track the presence of the Panchayat Officials on the field based on their latitudinal and longitudinal coordinates in the GPS.
Each Panchayat Officials of the Gram Panchayat would be assigned a unique user ID and their fields of work would be geo-tagged, which would enable their seniors track their presence using the GPS coordinates, and get their log in - log out time and the time duration between two or multiple logs, using the MIS reports and statistics on the app.
Once at the field assigned to them, their location will be determined using GPS and will be checked using the GPS coordinates. The Panchayat Officials would then be required to log in on the application using their unique user ID and click a selfie and upload it on the same, to confirm their identity and mark their attendance.
Hence, this will help to ascertain whether a Panchayat Officials has visited the village/taluka/district at the duty hours.
Any officer of the higher hierarchy can see the attendance marked by the Panchayat Officials, along with their photo, geolocation and their date and time of reporting.
The inbuilt Notification system on the ePAS application serves the purpose of sending notifications to the Panchayat Officials, so that the Taluka, District, and State level offices can notify them at the time of criticality, regarding any information or update on services, schemes, news, or any office order circulars.
