Why is the app needs access to the phone's storage?
It is optional permission. Even if you don't grant this permission, you can still use the app. When the device needed to save a backup copy of any notes, then only you need to allow this permission.
The app will request Storage permission when needed to save and restore backups from your phone's storage. However, if you do not wish to save or use backups, you can deny this permission from the app settings.
