The goal of the game is for a player to complete 3 groups of cities (If 4 players) or complete 5 groups of cities (If 2 players) before the other players. Using action cards to ask money from other players to collect enough money and to exhaust them until they start paying their cities. Also, to gain more moves or turns or inhibit others from their turns and moves or to take their cities. Using action cards to reject other players orders to preserve your power. All these serve you in the contest of wealth and power.
