The state of Uttar Pradesh had elections for the three tier Panchayati Raj system in the year 2021. Gram Panchayats are the lowest unit of rural local bodies and receive direct funds from the central and state finance commissions. Every Gram Panchayat is expected to prepare Gram Panchayat Development Plan (GPDP) to utilize the funds. The state has around 58,000 Gram Panchayats and it is imperative that the newly elected Gram Panchayats Presidents are trained on Uttar Pradesh Panchayati Raj Act, 73rd amendment to the constitution, other provisions applicable to and schemes implemented by the Gram Panchayats. Most importantly, they need to know the processes involved in preparing GPDP. Recognizing this, Department of Panchayati Raj has made a cascading model of training plan. In this model, Gram Panchayat Pradhans/presidents are trained using hybrid methodology- face-to face with CAB and whats app/youtube enabled audio visual materials and hard copy of the training module. In partnership with UNICEF, DoPR, GoUP has developed an online post – training evaluation App to capture the knowledge level they have gained through the training and the materials.
This App contains a question bank ( 100) and out of which 30 questions will be given to each trainee, They access it with their mobile numbers and if they score 80%, they will get certificate of excellence. If they do not score 80%, they can attempt it again. While reattempting, only 10 questions will be repeated and 20 questions will be reshuffled from the questions bank. Total time for completing 30 questions is 70 minutes, after which they have to opt for reattempt again. The App is also supported by analytics to guide the DoPR in planning interventions to enhance the knowledge levels of Gram Pradhans.
