The main objective of the Social Welfare system is to provide social justice and to empower the most vulnerable section of society. The main thrust of the programmes being run by the Government is to improve the socio-economic conditions of these sections so as to bring them into the mainstream of the society.
In order to secure adequate means of livelihood, raise the standard of living the Government is providing social security and economic assistance to the Senior Citizen, Widows and disabled of the State in the form of Social Security pension scheme for citizens who are unable to sustain themselves from their own resources and are in dire need of financial assistance.
The Government of Himachal Pradesh is implementing Social Security Pension Scheme through Social Justice and Empowerment Department and disbursing financial aid to beneficiaries of Old Age Pension, Disability Relief Allowance, Rehabilitation Allowance for Lepers, etc. on quarterly basis.
Each district has been provided targets for each type of Social Security Pension Scheme. The pension is disbursed at the District Level through District Welfare Officers.
The measure of success of any programme depends on the mainly two factors
1. The benefit reaches the beneficiary
2. The availability of data with the authorities for decision making.
In order to achieve this objective, e-Kalyan App is developed to felicitate Social Security Pensioner’s to know about the status of their Pension amount. Also, Department will have pension disbursement data of all pension categories and financial expenditure incurred in order to take effective administrative decisions.
